An Educational Master Plan (EMP) provides an overview of existing programs and delivery methods and sets forth educational objectives, goals and directions for future program development. The EMP will identify the new programs that are needed, available and required delivery methods and staffing requirements, and costs for these programs.
PACCD’s EMP is an important part of PACCD’s long-range planning, joining the Strategic Plan, Facility Master Plan and Technology Plan to make up the strategic planning process. Importantly, the plan will inform the new Facilities Master Plan by quantifying and articulating how student enrollment and learning trends impact facility development and exploring partnerships that will help meet facility needs.
Developing an Educational Master Plan is essential to retaining PCC’s status as an accredited community college in the State of California. The existing EMP does not reflect current economic conditions and community needs or assist to the degree required in directing resources towards the development of future educational programs. The Accrediting Commission for Community and Junior Colleges (ACCJC) and the Western Association of Schools and Colleges (WASC) requires that PCC engage in ongoing, institution-wide dialogue to assess its Educational Programs effectiveness in fostering student learning. In this way, the EMP will help ensure that student achievement and graduation from PCC is formally recognized by the state, employers, and higher education institutions.
Comprehensive planning is essential to ensuring the efficient use of limited resources. The EMP will help set a strategy for how PCC can best leverage the resources at its disposal to meet high standards and accommodate its projected enrollment by the year 2020. The plan will identify new programs and staffing needs to meet the needs of current and future students. It will also provide an agreed upon set of principles and criteria to guide decision-making so that resources are maximized and the school’s facilities and technological infrastructure remain relevant to student and community needs.
