The Process

The draft Educational Master Plan is scheduled to be completed in early 2010. Click on the image below to view/download a graphic showing the three project phases and the major events for each phase. 

Phase I. Needs Assessment and Plan Framework

PACCD will begin this process with an assessment of existing conditions, looking both at trends occuring at PCC and trends that characterize the surrounding area.

Internal trends that will be assessed include enrollment trends and participation rates, existing programs and student success and retention. External trends include demographic trends and projections and the current economic and business climate.

This work will result in an environmental scan document, which will provide an important starting point for the planning process. Based on environmental scan findings, the District will articulate the vision, goals and objectives for the Educational Master Plan.

The Executive Committee and the Vision 2020 Steering Committee will begin their participation in the process during this first phase. 

Phase II. Program Assessment, Plan Development and Implementation Strategy

During Phase II, the District will develop the main components of the Vision 2020 Education Master Plan, beginning with the Plan guiding principles and the framework. Community participation is central to this stage of the process. Opportunities to participate will include 14 town hall meetings and employee and student forums. These events will focus on gathering input on the plan principles and framework, including the plan vision, goals and objectives.

The District will then conduct a formal assessment of educational programs, focused on existing programs, program growth projections and potential new programs. It will also analyze the existing program delivery system. These efforts will result in facility and site-related recommendations, recommendations related to future education programs and sustainability strategies, and an implementation, phasing and funding strategy. 

Phase III. Documentation, Review and Adoption

The draft and final Vision 2020 Educational Master Plan will be prepared during Phase III. The Executive Committee and the Vision 2020 Steering Committee will provide input and feedback on draft plan elements, which will be used to finalize the Educational Master Plan document. Plan review and adoption by the Board of Trustees is scheduled for early 2010.
